Yayoi destroyed that equilibrium by subduing tansai leading to a rampage among the ghosts to fill in the empty throne. It caused social unrest and also increased the working load of the spiritualists. Even if they are strong they cannot protect everyone and with multiple ghosts and Gods rampaging , even they were in danger. Furthermore, yaoyi is a walking disaster as she can subdue powerful ghosts and her morals and ideals were somewhat twisted due to trauma.
