Maybe it's better for Conan and the FBI to do something now. Rum is already starting slowly. And then I don't understand why the FBI, CIA, and others are weak and less organized than the black organization? They're not afraid of law enforcement agencies like the FBI, CIA, and others, but a simple police force goes away.

@Antmrm You have a point there. It would seems like Conan and Andre Camel are the only ones that are so-called "active on-screen characters" we've seen in this chapter.
Regarding this "worst scenario" that just happened in broad daylight, your viewpoint is valid that law enforcement agencies, not just what you mentioned, shouldn't the PSB in Japan do something about it? After all, the Black Organization's second in command, Rum is in Japan. Should they let the opportunity slip when FBI, CIA, or even MI6 might've shared the same objective? And that is to take down the terrifying forces of Black Organization.

This current case set-up felt like the narrative burden is placed on the protagonist as if his present predicaments are his to solve when it shouldn't work that way. For starters, Conan needs a reliable ally who will be on the front line as a vital force that will defend him from the Organization. It's clear that Rum takes the initiative, but it's still unclear on what methods or strategies he is intend to do as a means in order to accomplish his objective—whether to confirm his suspicions or something else.

Or maybe this current plot is intended to happen the way the author wants because in every case segments, not all characters are "present altogether" because that will convulate the story. However, it would make sense if they did that behind the scenes since we know Conan is not just a little detective, he's more than "that". Maybe he did come up with some countermeasures with someone he trusted and confided in the plans if ever there's a incoming, prevailing threat which is still looming around while delivering his deceptive performance.
