He never pulled the trigger so he is completely fine. It is also mentioned in the novel that he has tried a lot of time to kill himself but didn’t have the courage to pull the trigger then too. Also after Philomel leaves the palace, Emperor won't appear till the last arc of the story where he helps Philomel defeat Evil god and saves the world.
Also them having close relationship: after the battle with Evil god, Philomel did forgive the Emperor but she said that she will never live in the palace. She exchanges letters frequently with real Ellensia and Emperor. But Leguin because if his jealousy to Emperor he hides all his letters from Philomel 😂😂
