kinda of, Ibuki still in college and doesn't have a stable job. I guess that a marriage would come after he graduate also. For now this form of relationship is not weird.

@Rafael Nascimento Sampaio I mean I agree it's a little slow, manga tend to do that, but marriage? Everyone I know has waited at least 2-3 years, some a lot more. I mean waiting 10 years is disrespectful, but being sure of your partner does need a little time, and living together is also quite the difference for a relationship.
