I think Kwon choosing not to intervene would be the worst case scenario. I don't know if the author would go that dark though. They are capable of it based on other work but they want a happy ending. Yeah, he's said some pretty cruel and untrue things about Yeon-oh's sexuality which he has never apologized for. He likes to say mean things when he gets angry so I can definitely see him making Yeon-oh feel even guiltier. Meeting the loanshark might actually be a good thing for Kwon. Surely he should feel sorry after realizing that this guy forced oral on Jeon-oh and tried to ra** him, and has been harrassing him for ages.
He's way too callous. I cringe at some of the things he says. Sometimes I don't think it's intentional but rather he's not good with empathy. But other times he is doing it on purpose out of anger. I want him to apologize for accusing Jeon-oh of sleeping around and of faking innocence.
He's desperate not to lose someone he loves and it's just sad. And yes, I think it will make him feel helpless. Like his attempts at agency are actually dangerous. Being told by the person he loves that he's not wanted and then being raped would destroy him I think.
