@squirrel24 He can use it but he needs to have been in contact of lower floors to get there. MC is at the Top. He never once made contact with any of the lower floor so the door isn't showing him any destination of Point A to Point B. He's stuck in Point A.

@BionicFrost actually he can be move to other floors only if he get permission from tower administrator to act like proxy for them. It only happens once because Elle couldn't move to locusts evaded floor, so she let MC to handle the case for her.
