@Roseline but then karma should work on parents not hugo
He wwnt astray and became deranged planning revenge on a KID...taking his memories and leaving him to die on the roadside

AND WHEN HE ACCEPTED THAT, he made him lose his memories again and put him through all this 

AND THIS CAUSED HIS KARMA CYCLE AS HE DOESNT REMEMBER HIS ACTUAL LOVER WHO IS PLIN BUT THE PAST HIM WHO HE DOESNT REMEMBER

@Mangabliss karma did work on the parents too.. they were devastated when hugo disappeared... And they are also suffering when hugo is suffering due to karma sickness... No parents wants to see their child in so much agony...
And Ethan is so hostile towards hugo all because of the parents... The parents were so loving to hugo.. so ethan can clearly see that the parents can be kind, but they don't show this kindness to him... I can see how this might put ethan to put all his resentment towards hugo rather than the culprits (the parents).
