He never pulled the trigger so he is completely fine. It is also mentioned in the novel that he has tried a lot of time to kill himself but didn’t have the courage to pull the trigger then too. Also after Philomel leaves the palace, Emperor won't appear till the last arc of the story where he helps Philomel defeat Evil god and saves the world.
