that a different scene from this one... The one that you mentioned is after the negotiation with the kingdom and Diana will be dethroned and replaced with another princess... And as far as I remember Hestia has not been allowed to go out during that time... 
I can't exactly remember how it goes since it being a long time that I read the novel
