Spoiler!
Yoo Joonghyuk pushed the children down for 2 reason :
1. Like @Senny already said in the comments, there were less monsters down there than on the surface.
2. Under the ground, there is a monster named the 'Chimera Dragon', which shin yoosung got a fruit for with which she can tame that dragon. Yoo Joonghyuk did it to protect her AND to recruit that dragon. The dragon is pretty important a couple of times later in the story.
NOW BEGINS THE HUGE SPOILERS ABT YJH HIS WHOLE CHARACTER :
Yoo Joonghyuk comes off as 'cold', 'heartless' and merciless while he actually just distances himself from others, knowing they will eventually die, and he tries to save his pain and sanity. The only rounds that he didn't do that, was the 999th round, aka Kim Dokja his favorite round.
Kim Dokja his Yoo Joonghyuk also isn't actually the 3rd round. He isn't the Yoo Joonghyuk that Kim Dokja read about. That's why Kim Dokja seemingly doesn't 'understand' his Yoo Joonghyuk.
