You took 'nuclear weapons' to the letter as I was only taking this as an example of something restricted for reasons you seem to not even be aware are an actual thing even IRL in our so called modern societies. So, there's also that to take into account, in a medieval setting people wouldn't be as covert in dealing with.. let's call them disturbing people?
