He's speaking through anger and extreme pain right now, so although he wants to kill them all, it's very unlikely he will do so. He's not thinking rationally, and he needs a lot of emotional and physical support during this time. Those responsible need to be punished, but realistically the father won't carry out his threat, and I think he knows this. Even if he partially carries it out (somehow manages to kill one or two people), it won't get rid of them all or solve the problem that exists in that country because, as you said, the youth are getting away with it. It also won't bring his daughter back. The father will just spend the rest of his life rotting in prison. At some point down the road, he will learn to accept what happened because there's really no other choice. However, those responsible have paid a spiritual price for what they did. Their real punishment will come from G** (yes, I believe in G**), not from any person.
