Skills from the Virtue/Deadly Sin series can develop consicousness under certain circumstances and evolve into the actually ultimate form any skill can have, the Manas. Pretty sure not even Veldanava had one, tho I might be wrong. As far as I've read (volume 19) there're 3 Manas and one that almost became one, tho who's I won't say unless asked.
