@Tehehehehehehe there's a saying that hurt people hurt people. In real life, and in good stories, no one is 100% a villain. They always have some trauma, some love, some heart break because everyone accumulates those thongs as they move through life.
Karloi was hurt, defensive, and angry, and he made the conscious decision to take the anger and pain and use it as justification to hurt someone else that was a victim. Someone that he *could* hurt, someone that he knew he had at least some power over.
Was it understandable? Sure. Can we see why he felt he was justified? Yes. He still made the decision. And that's the biggest different between him and Rue, he had the choice not to hurt her, but he chose to anyways. She was magically compelled to silence, her choices were taken away, and she still did not go out of her way to hurt him.
Is he evil? No. Does he deserve sympathy? Sure. Does he deserve forgiveness? If it were me, I would not forgive him.
