How to make my english better?
I can understand what people talking but when Im speaking it's really hard. I need to think before. Is there a way?

that is because the brain has 2 different regions for language processing, one for processing language when listening and one for forming speech. Because of this, it's possible to understand a language without being able to speak it. It's also possible, though much less common to speak a language without being able to understand it.
The only way to get better is to keep practicing at it.
Hello, I understand what you mean. I have the same conundrum when trying to speak in a different language to others. When speaking in English, one thing you could try is watcing a show or movie in English; it helps you learn new words and gives examples of how people talk and pronounce in English. Another idea; try reading out loud, or simply practicing with someone while having a conversation in English. The biggest thing when learning a language, wherether readig or speaking, is to practice until you feel comfortable. I hoped this is helpful. Best of luck! 
My tips would be to learn English from you favourite hobbies and Entertainment while @CuriousReader has provided enough sources I would like to add another method you would like to follow that is immersion.
In immersion you surround yourself and speak in that language for as much time as possible.
1.Watch English News channels and Radio.
2.Hear English songs.
3.Read English books.
4.Speak English with friends or in communities that are friendly and helpful like Italki where there are always kind teacher and other fluent natives ready to help you get better in the language you want to.
7.Watch English animations movies read fictions especially classics in English books of Charles Dickens Jane Austen Mark Twain etc are some authors whose works you should check .
7.To practice grammar Oxford and Cambridge has free resources aimed for beginner to advanced levels.You can practice there.
8 .Lastly even think in English
Immersion helps learn the language faster always keep a dictionary besides you whenever you have difficulty understanding some words you have never heard before and to replenish your vocabulary everyday.

try talking with some other country people if u can understand english and only hard to speak..Instagram is best option...u dont need to talk n call...just message would do...and also try watching english movies, english songs...i have been doing this for many years so now i can talk n english without any issue...Fighting🤝
I understand what you mean, for people like us, whose first language isn't English it can be a huge challenge to be good at it, English is like my third language or maybe fourth, I learnt my mother tongue then two official languages before learning English.
If you are shy about joining a group online or offline I can share with you how my English improved. When I was about 10, my English was very bad, my dad helped me. Everyday he would ask me to copy English passages in a notebook (my spellings were especially bad) and read them to him, it felt pointless at first but slowly I started paying more attention to it and my vocabulary improved vastly, next he would ask me to do puzzles like anagrams and later he told me to write important emails to his clients (he proof read them before sending) this pushed me to take the issue more seriously since I was a kid back then and didn't care much about learning new languages, He would also switch to English news and English Commentary for sports matchs, to help me, I know the methods my dad used were to improve my written English, but they helped me in improving my spoken English as well. Like the people who commented before me, you need to surround yourself with more native speakers, which can be done easily online, like watch English shows etc.
It all comes down to you, you need to have more confidence in speaking English, and by confidence I mean not be embarassed about making mistakes and don't let anyone discourage you, you are amazing even if you speak little English since you are already fluent in your mother tongue.

English is My Third Language. I'm not that Fluent But I Practiced by Watching National Geographic, News in English and English Cartoons. I Read English stories, poems and newspapers. That's How I Got better in English and i went to English Medium School so most of it i learned in School especially Grammer.
In my own experience, I read and watch tv that speaks english, some times I try to practice the words that are new to me.
