If that's what you want, then by all means.
If I met someone in real life that looked like Motoko Kusanagi from Ghost in the Shell, I would think "huh, that's cool" and move on with my life. My first thought would not be to approach them and try to befriend them, or even to talk to them. I just don't care enough about all of that go out of my way to befriend a complete stranger based entirely on how closely they resemble a character they themselves likely don't even know about from a Manga. It's just really weird. If someone came up to me and told me I looked like some female from some fiction they liked and asked me to be their friend, I would be far more inclined to believe they had alterior motives, or at the very least was deeply weird and should be avoided.
