Even the author shows how devastated Hosik was after it since he clearly regretted it afterwards BECAUSE HE COULDNT REMEMBER HIMSELF GIVING CONSENT CUZ HE WAS DRUNK.

There is reason why drug tests are done on ra** victims. It's for proof tht they were not in their right mind during it and were possibly coerced into it.
Which is exactly what sunbae does and coerces Hosik when his mind isnt able to differentiate reality from a dream he is probably having with his crush.
Also the fact tht he does it without protection is even worse. What if he has any STDs and gives it to Hosik? Not using condom with a drunk person makes the situation even worse cuz normally it might end up making the person pregnant (irl a woman) or give them life threatening STDs like AIDS.
So no taking consent from a drunk person isnt actually considered consent
