Japan is one of those countries, he** even in the US there are states that allow it as long as the 2 getting married are genetically dissimilar enough to not cause issues, Alabama is called the insest state not because of siblings but because there is no regulations on cousins marring each other. But most states you can marry your 3rd cousin (cousin related to you 3 generations up) let's say your father has siblings, their children are your 1st cousins, their children and your children would be 2nd cousins it's after they have children does most States let them marry each other.
