@Asura 333 Travelling between worlds comes at a cost. The greater the being travelling, the greater will be the cost. Take the example of moving a heavy object from point A to B. Lighter the object , less energy and force needed to move it. These so called goddesses/gods of another world are powerful but not enough to bring in a strong being from another world. That's why they always go for some random weak guy from other world and train him/her to become strong. The rules of a world doesn't apply to a being of another world so they grow quickly and easily.

@Dell Sen Yes, but at the end of the day it will be a single strong enemy rather than a stampede of countless ghosts. Strong ones can be sealed but controlling multiple weak ones emerging one another is much more difficult and unpredictable. For example :- a single powerful individual can be suppressed but suppressing a whole army of people (even though they are weak) is a lot more difficult as it gives birth to multiple variables and unpredictable factors. You can read and understand a single individual's intentions while confrontation , but multiple people can harbour various intentions causing unpredictable variables at every step.

@Dell Sen the spiritualists try their best to separate normal humans and the ghost as much as they can that reduces fear assimilation and social unrest. The innocents are killed. Yes, that's true but they try their best to protect them. Spiritualists are less in number, have shorter lifespan that ghosts, take a longer time to become stronger. Even if you are a gifted one that can see or fight ghosts , you are not borne with plot armour that will give you time to grow. The moment you show signs that you can feel or see ghosts they start targetting you.

@QDestructX they have to decide onesidedly because it is not a democracy that requires years just to pass a descision not even a law. By emotions you can choose to sacrifice everything and die with your loved ones. But, if you think a bit rationally then you would understand that what is a stake. It would include multiple deaths destruction like you read in so called hero versus demon king stories. Yayoi destroyed that equilibrium by subduing tansai leading to a rampage among the ghosts to fill in the empty throne. It caused social unrest and also increased the working load of the spiritualists. Even if they are strong they cannot protect everyone and with multiple ghosts and Gods rampaging , even they were in danger. Furthermore, yaoyi is a walking disaster as she can subdue powerful ghosts and her morals and ideals were somewhat twisted due to trauma.
