@Periwinkle well...its hard to say but you can always make new babys or bring new People to the town like Guwon brought Teach in. As long they are useful.  Its hard to say but a constantly sick child is more of a burden as help for the town. At the beginning when teach came they told him People cane stay as long as they are useful for the community.

@Melamamas because there is not enough left. That whats left is for the more important people. Those outside bringing food and all. Those risking their life for the town. If they dont get treatment the whole town suffers.

@Pd2507 throwing him out of the village means danger aswell. They are isolated in the woods. The men could tell others about it and the village would be under attack for their resources. 

The medicine isn't firstly for the people in town. Its firstly for those outside hunting for those in town. 

If there isn't enough you have to set rules. The next will demand medicine for the sick wife or sick mother soon you will have nothing left and those who feed the town dies without which puts the whole town in danger

@Periwinkle they are running out of supplies and also on medication  thats why the kid may not get ot anymore. They always hope that the hunters outside get their hands on something

@Periwinkle with a cut hand he would have a severe wound. A wound like that would need to get treatment or he could die on it anyways. Treatment would mean waisting medicine on him. Which brings them back to the point for not having enough for the Hounds

@Periwinkle its a huge crime if you don't have enough medicine. The medicine is for those outside the town risking their life to get everything necessary things for the people outside. Also the Men knew the rules and consequences

@The constellarion that love cats people are way to emotional and forget the living death outside  xD he did whats necessary. If he would hand out just because it was for the kid the next would demand the same and in the end the wouldn't have any for those who risks everything for the town

@Kory Misun there are living death outside, society broke down, productions of basic human needs like medicine or food is lower and humans gets selfish in this situation. They are way outside in the woods. So really isolated. 
Just remember the moment Guwon meet Teach. Teach was nearly killed by some guys.

@Pd2507 its not about emotions. Its about setting fair rules for everyone. In a Situationen were you don't get always whats important you have to share them the smartest way not judged by emotions. The voting is only good for the sake that everyone is on the same page.

@and then they fuc*** absolutely. Even the father from one of the kids who is sick acted sus or that women and the doc. Everyone is suspicious
